Any chance this could be some form of the DDS flags? I don't think so - it's (almost certainly) a floating point value of 1.0 (for the 3f800000 case) or less. In the OpenGL API, colors range between 0.0 and 1.0, so it may have something to do with the color values. I haven't had a chance to dig int...
