if you visit waybackmachine you can find old copies of this and the other pages it links to. It is a bit of a pain as not all images were saved, and some of the other links are bad as well.

One BIG word of warning... 90% of the tools he references are no longer available, and in fact, if you even find them, you will be 'creating' bad stuff with them, so don't bother searching for them all. He mentions using bioware arora export scripts? Don't use that at all, instead use nwmax.
Of those, the nwnexplorer has been vastly superceded by the version from acaos NWN Explorer Reborn
Any gff editor will work, I typically use the tlk editor by Edwald? NWN Tlk Editor This one works with both nwn 1 and nwn 2. The main reason I use it, is that I can have the .tlk file loaded in one window, and the pallette itp files loaded in another, and the doortypes.2da's and any other 2da I need all loaded in the same program. That makes it much easier to cross reference things.
NWMax is still available on the vault.
DO NOT USE mdl suite, aurora export/import tools or the original bioware export scripts, believe me, NWMax handles it all for you with no issues. the mdl suite tool, is buggy, you CAN create tiles with it, but bits of the setttings for the tiles get screwed up. It particularly names lighting nodes incorrectly, and they get ignored in game because of it.

best utils are Acaos' nwn explorer, the modified gff editor or tlk edit wich is java (maybe is the same Bannor speaks of), important is the dds utils + tga flipper for managing texture files;for tile creation and manipulation personally i usually use nwmax + veltools in max, i have mdlsuite scripts controlled by veltools and usually i prefer working with their tilebases instead of nwmax ones, but i suppose its a matter of tastes and choices (there are things you can do with one util wich the other one dont support and reverse); for doors and placeables always nwmax. another thing i suggest you is to begin take confidence with chilliskinner (its under nwmax) thats really useful for mesh work (always remember using it resets texture of the involved meshes so yuou have to reassign uvx and trimesh) other useful commands under veltulls is NWNcreator (you can add ani dummy, lights and other things), meshTOOLS has important get/set vert position buttons NWNtools II you can mirror your whole tile if you need to.
