I came up with a minor artifact my wife thought was hilarious. No scripting needed just have to make the item up on the toolset. But something you would put in the game for fun. It's called Ye Old Wooden Spoon.

Ye Ole Wooden Spoon

The old legends speak that if a mother passes down her wooden spoon to her daughter and her daughter carries on that tradition for 10 generations something magical happens and the spoon becomes an artifact of Motherly Rath. No one knows just how many of these spoons exist, but all know that they are out there somewhere in the midst of the populace. The women who wield such spoons have become legends themselves.

Ye Ole Wooden Spoon looks like and ordinary wooden spoon for mixing sauces. Some say that to tell the artifact from just another spoon is a faint smell of pasta sauce it extrudes when smacked against a male of any species.

No man is proficient with Ye Old Wooden Spoon only women and the more children a woman has had determines the powers that are unlocked within the spoon.

Used by a woman that has had no children Ye Old Wooden Spoon becomes a +1 enchantment with an On_Hit_Stun 1-4 round at dc 14

When used by a woman who has had one child the weapon becomes a +2 enchantment 1-4 bludgeoning damage and On_Hit_confusion 2-8 rounds dc 16

When used by a woman who has had two children Ye Old wooden spoon becomes a +3 enchantment 2-8 bludgeoning damage On_Hit_Fear 3-12 rounds, On_Hit_ability intelligence 1-2 both at dc20

When used by a woman who has had three or more children the spoon comes into its true power. Being the woman is considered an expert in child behavioral correction. it becomes a +5 enchantment 4-16 bludgeoning damage On_hit_hold 4-16 rounds On_hit_ability drain intelligence 2-8 int dc 26

This is a tongue and cheek sort of magic item. If you would like it in your game, you can certainly play around with the numbers and abilities to fit your world.
