Brew Poison and Craft Poison are codependent - one can't function without the other. That's why Craft Poison only appears on the Assassin's and Black Guard's skill lists.

In order for a character to use Brew Poison they must have:

1. The appropriate craft component(s).
2. 1 or more ranks in Craft Poison.

Think of it as if the character were a cook. You may have the knowledge that by combining some ingredients together or extracting venom from creatures you can make potent toxins - Brew Poison. However, without certain skills and training - Craft Poison - its impossible to make something effective.

While this may not seem an accurate representation to some people, it does follow the gist of the 3.0 rules in that poison use is restricted and it requires a skill check to create.
